Equity CDC was founded in 2012 as a 501(c)3 nonprofit organization dedicated to improving low-income housing from the Austin Metro Area to the Texas-Mexico Border. We believe that safe, secure, and accessible housing changes lives by putting people in a position to help themselves. We are headquartered in Austin with offices in Del Rio and Eagle Pass, Texas.
In coordination with our partners, Val Verde and Maverick Counties, Equity CDC runs some of the most dynamic and productive Self-Help Centers on the Texas-Mexico border. The Colonia Self-Help Center (SHC) Program is administered by TDHCA and the funding is sourced from CDBG. Utilizing both local contractors and sweat equity from homeowners, the SHC provides housing reconstruction and rehabilitation services. We also help to resolve land title issues and maintain tool lending libraries and computer labs with access to the internet for the low-income residents of the colonias in our service area.
Equity CDC utilizes the Amy Young Barrier Removal (AYBR) Program of TDHCA to provide accessibility modifications and housing rehabilitation in the Austin MSA and on the Texas-Mexico border. In Williamson County, we coordinate our efforts with the City of Taylor and frequently utilize USDA-RD funding from the Housing Preservation Grant (HPG) and 504 Grant/Loan Programs to leverage with the AYBR Program.
Octaviana (Tavi) is a native of Comstock, TX and a United States Air Force Veteran who specialized in logistics. She also worked for Alcoa-Fujikura and Irvin Automotive for 15 years. Tavi received her Associate of Business Administration (ABA) degree from Remington College; enjoyed taking several courses from ITT Technical Institute of Texas; and is currently pursuing her Bachelor's in Business Administration degree from Grand Canyon University.
Tavi worked as a part-time administrative assistant at the Val Verde Self-Help Center in 2022 and joined ECDC as a full-time employee in January of 2023. She is knowledgeable in all of the programs that we offer as well as the resources of other area community service organizations. She loves working with program applicants, endeavors to get to know them to understand their needs and to figure out how we can best serve them. Jorge has lived in Del Rio, TX for the past 45 years. He worked at Laughlin Air Force Base for 27 years in the Maintenance and Landscaping Department, keeping the US Air Force base's buildings and equipment clean and operating safely and efficiently.
Jorge joined ECDC in January, 2024. He manages our Tool Lending Library and repairs and maintains all tools and keeps track of an inventory consisting of hundreds of tools. He is a whiz with small engine repair and enjoys spending time with his horses and other animals he raises. Jorge also assists in all aspects of our work in Val Verde County. Rebecca was born and raised in Del Rio, TX. She has a diverse background in administrative work, the logistics of shipping and receiving, and is a licensed Cosmetologist. She joined ECDC in September, 2024. Rebecca is a quick study, rapidly picking up knowledge in the programs we offer and the resources of other area community service organizations. Originally from Piedras Negras, Coahuila, Mexico, Tomas has lived in Eagle Pass since 1965. He worked for the Eagle Pass Independent School District as Head Custodian at the EPISD Early Childhood Center for 39 years. Tomas is dependable, conscientious, and keeps track of an inventory of over a hundred tools at the Maverick County Self-Help Center Tool Library. Tomas enjoys working outside doing yard work and spending time with family. He can be reached at (830) 776-5066.
Robb is a native Texan raised in Victoria and currently residing in Austin. He is a Returned Peace Corps Volunteer, having served in the Dominican Republic, Latin America. Robb received his BA in English, MA in Latin American Studies, and MPAff from the LBJ School of Public Affairs at the University of Texas at Austin. Robb worked in Del Rio as a FEMA subcontractor after a federally declared flooding disaster in 1998 and dedicated the majority of his graduate studies and early nonprofit work towards the identification and elimination of barriers to the development of Texas colonias. Robb worked for the State of Texas for 10 years, managing and implementing programs focused on infrastructure development on the Texas-Mexico border, housing, and disaster recovery.
